Regular meetings are held on the 4th Wednesday of every month at 6:00 p.m.

The public is welcome to attend the meeting in person or remotely via Zoom, however, the meeting will proceed as normal even if there are technical difficulties with Zoom. The City will do it’s best to resolve any technical issues as quickly as possible.
Public comment will be accepted by email to [email protected] before or during the meeting prior to the close of public comment on an item, to be read during public comment. Lengthy public comment may be summarized in the interest of time.
Public comment will be accepted electronically via the zoom.us teleconference module during the meeting. Zoom comments will be taken after the in-person comments.

PUBLIC COMMENTS
The City welcomes public input. Members of the public may address the Planning Commission by submitting a public comment request and giving it to the Community Development Director prior to the meeting. At this time, the public may address the Planning Commission on items that are not on the agenda. Pursuant to state law, the Planning Commission may not discuss or take action on issues not on the meeting agenda (Government Code Section 54954.3). The Chair reserves the right to place limits on duration of comments. Staff may be asked to follow up on such items.

CONSIDERATION OF APPROVAL FOR CONDITIONAL USE PERMIT CASE NO. CUP 24-03 TO CONSTRUCT 33 RESIDENTIAL UNITS WITHIN 7, 2-STORY BUILDINGS, A 3,312 SQUARE-FOOT CLUBHOUSE, A 6’-8” VEHICLE ENTRANCE GATE, AND ASSOCIATED PARKING AREA CONSISTING OF 98 SPACES AND 3 CARPORTS AT 1151 OXFORD ROAD. (THE HUNTINGTON LIBRARY)
Recommendation: Staff recommends the Planning Commission: 1. Determine that based on the whole of the administrative record, the proposed project is exempt from CEQA pursuant to State CEQA Guidelines, Section 15332, Class 32 (Infill Development Projects), and that there is no substantial evidence demonstrating an exception to the categorical exemption pursuant to CEQA Guidelines Section 15300.2 applies; 2. Find that the proposed project meets the required findings; and 3. Approve the project with the attached conditions of approval.
CONSIDERATION OF APPROVAL OF DESIGN REVIEW CASE NO. DR 23-93 AND DR 24-98 AT 2738 DORESTA ROAD TO CONSTRUCT A FIRST AND SECOND-STORY ADDITION TO AN EXISTING ONE-STORY HOME AND A FRONT FAÇADE CHANGE (SZURPICKI)
Recommendation: Staff recommends the Planning Commission: 1) Determine that based on the whole of the administrative record, that the proposed addition is exempt from CEQA pursuant to State CEQA Guidelines, Article 19, Sections 15331, and there is no substantial evidence demonstrating an exception to the categorical exemption pursuant to CEQA Guidelines Section 15300.2 applies; and 2) Find that the proposed project meets the required findings; and 3) Approve the project.
RECOMMENDATION OF CONTINUANCE FOR DESIGN REVIEW CASE NOS. DR 24-16, DR 24-62, AND DR 24-63 AT 1906 WELLESLEY ROAD FOR THE CONSTRUCTION OF A NEW SECOND-STORY ABOVE AN EXISTING ONE-STORY RESIDENCE, FACADE CHANGES, AND THE INSTALLATION OF A NEW DRIVEWAY GATE AND FENCE ADJACENT TO THE STREET; AND THE REMOVAL OF ONE (1) ESTABLISHED TREE AND ONE (1) HERITAGE TREE (DAHL ARCHITECTS)
Recommendation: Staff recommends the Planning Commission open the public hearing and continue the project to the regular Planning Commission meeting of April 23, 2025.
CONSIDERATION OF DENIAL FOR VARIANCE CASE NO. VAR 24-07 AND APPROVAL FOR DESIGN REVIEW CASE NO. DR 24-73 AT 800 CHESTER AVENUE FOR THE REPLACEMENT OF EXISTING WOOD PICKET FENCE AND RETAINING EXISTING BRICK PILASTERS ON THE FRONT PROPERTY LINE WITH 0’ 0” SETBACK. (DUVAL)
Recommendation: Based on the information submitted to the record, staff recommends the Design Review Committee: (1) Determine that the proposed project is exempt from CEQA pursuant to State CEQA Guidelines, Section 15301, Class 1 (Existing Facilities), and that there is no substantial evidence demonstrating an exception to the categorical exemption pursuant to CEQA Guidelines Section 15300.2 applies; (2) Find that the proposed project meets the findings for Design Review but does not meet the findings for a Variance; and (3) Deny VAR 24-07 and approve DR 24-73 with the following condition: (1) The fence must conform to a setback of 18” as required by San Marino Zoning Code.
DISCUSSION REGARDING PROPOSED POLICY UPDATES TO THE CITY’S WINDOW REPLACEMENT PROCEDURES AND PRE-APPROVED WINDOW MATERIAL LIST
Recommendation: Staff recommends the Planning Commission review and discuss potential updates to the regulations found in the City’s Window Replacement Procedures and Pre-Approved Window Material List, and provide direction to staff accordingly; and continue this agenda item to the regular Planning Commission meeting of April, 23, 2025, for further discussion.
This is an opportunity for the Community Development Director to inform the Planning Commission and the public of any matters of interest.
